how to modify and set a thread only visible to one/particular registered member and invisible to others members, but visible to all mods and admins?

You can't do that to a single thread. What you can do is set up a Forum and then in the Forum Permissions you can make it so all mods and admins can see the forum, but threads may only be seen by the Thread Starter.
