Ok, I posted looking for someone to do this for me, and got nothing yet... so I have taken a stab at it.

I think I almost have it. My issue seems to be, getting the 'per forum data' available to the newattachment_start hook.

I know it will pull the data accurately if I set the hook for it, to grab at say 'editor_toolbar_start' but of course, that doesnt write the variable needed for the attachment limit at the right place.

Can anyone help me out? I also hope to extend this, to adjust thumbnail sizes too....
