User Rating => Just like the Infractions

Hi
I'm looking for manual users rating system, and the best example is the User Infractions System.
It is really much like to User Infractions system but only if you think of getting more point is a good thing
Can I use this system and create a new plug-in based on it ?

Hi iTrader is good system, I didn't know it before. But it is more than what I want and also there is much more is not avaliblie.

What I'm looking for is simpliy like this :
It based on moderators feedback on each post
There is a categories (Level) for the rating, each category have its weight of points. For example we have 3 types, the first one has 5 points, the second has 3 points, and the last one has 1 point.
When the a moderator want to rate this post and give the user a points for it, (s)he click on the icon (just like the infraction) and chose which level he deserve then save it. The user total score will be increased by the new rate that (s)he got.
As the administrator I can review all the rates, just like the Infraction

I forgot to add the points expires period So, when the user gain a points for a post it will not be keept with him for ever, he will lost it after e.g. one month, just to encurge him to keep posting a good posts to stay in the same level.
