Okay, some guy keeps signing up and spamming his site via pm. I ban him and ban his IP and he comes nack with a new one and does the same again.

Is there a HACK not a solution, a hack that allows you to set the amount of posts needed before you can PM?

I don't know of a hack, but I know you can set up a new usergroup for Registered Users - PMs Allowed with all the same forum permissions of the Registered Users and then turn off PMing for Registered Users and use the promotion system to promote Registered Users to the Registered Users - PMs Allowed usergroup after X posts. This isn't a hack, it's standard vbulletin.
