Moving TOP button to Quick Reply Box

Hello the skin i use on my forum has a TOP buttom bottom right of the forum. It works great but i was wanting to move the link/button onto the Quick Reply box (top right of it) Would this be possible and if so can anyone advise me of what i should be doing?

thats from the forum home. I notice that the #top bit changes depending on what forum or thread i am in. All help appreciated. thanks

i find that link works wherever i put it. Does anyone know where i would put it to have it to the right of the 'Quick Reply' text in the Quick Reply box?
