is there a mod for custom text and font, size and color, and effects?

I have been looking for some time for a Mod that will allow custom text and font size and color that can be set as a default for an individual user's posts?

it would save so much time as some of my moderators and members like to use the same color and text in all their posts

also is there a mod that allows effects such as: scrolling text, glowing text etc in posts?
