Depends where you want HTML turned on. To allow usergroups to use it in sigs its in the usergroup options. To allow it in specific forums it's in the Forum Manager.

Allowing HTML is considered extreme dangerous and is not advised.

Is there a way to allow only certain usergroups (eg., administrators) to use HTML in posts (not just sigs)?

I am looking for this exact thing. I certainly want the ability for staff to use it, but also do NOT want to enable it forum-wide or at least to any non-staff usergroups.
