Special PM system (hack?)

I do not believe that this is possible without hacking something in vB. Anyway, I'm trying to create a PM system in our forum that restricts PM's according to user groups.

For example: We have the following rank/title in our forum:

private
captain
major
colonel
general

We want the private's only to be able to PM other privates and captains, but not the major/colonel and general. The Captain on the other hand can PM private's, captains and only majors, not colonel/generals. The general on the other hand can PM everyone.

Is this a mod that needs to be made by a programmer, or is there someway to code this in vB?
