Any ideas to introduce a new forum?

Hi,

Do you have any ideas in your mind can help a forum administrator to look like more professional in introduce/publish a new section/forum or sub-forum between existed forums from vbulletin wise,

Whether highlight, mark, special modifies in selected section title/description, or recommend using any available hack/plug-ins, etc... In the new section within forums homepage (for main forum and sub-forum) to let forums users know and focus on this new change? Due to many users not care much in reading the announcements.
