How can I add things to the ModCP Panel? i.e. I want my supermods to be able to manipulate the smilies.... how do I go about this?

Easiest would be to give them AdminCP access with only permissions to perform tasks you want.

Put them in a usergroup that has AdminCP access, then set their Administrator Permissions.
