Yes you can do, follow this steps please:
Styles & Templates
Style Manager
Main CSS
Scroll when you find:Table Footer (Customized in this Style)
you see a box front of Background
and put this: #4C557E url(yourserver/image.gif) repeat-x top left

Hi Mrphd tnx for the answer, the footer you mean is different from what I mean.
See the pictures, I've divide each forum and I want to give them a footer.

Suggest you switch on "Add Template Name in HTML Comments" from admincp>vbulletin options>General settings, then when you examine the source you can see which template is used and how that bar is created. It may be as simple as overriding an already set vBulletin CSS controlled style or adding a style.
