How do we limit who can choose from available skins?

How do we limit who can choose from available skins?

We have 2 skins. Is there a way to make it so that only people with X number of posts (or X months of membership) can choose other than the default?

ie: folks under the above posts or months of membership get the default skin and do not even see an option for another skin.
