i want to know how can i make modifiction section in my forum as that used here

and how the attachment cam on top right with selctions and Mod options?

The modification system that is used here is a custom modification for vBulletin.org and is not available for download.

You may want to look at "GARS Lite" and the associated "Installer Add-On" which has a similar sort of idea, or "show first post on every page of a thread" as possible alternatives.
