Making a new page/what is the variable for the userid?

Hi, I'm looking to make a page with outgoing links which looks the same as my forum. sorry if I sound stupid at any point during this post, but I am new to coding in vbulliten.

Firstly how would I actually make a new page? With the same template surronding it, the only difference being instead of the list of forums there would just be a page.

Also on the page I would like to monitor which members are clicking the outgoing links. So I will be doing something like www.url.com/out.php?user=<useridhere>. How would i do this?
