Prevent from posting in other forums until posting in a specific forum

I want it so users have to introduce themselves before they have access to the rest of the forum. I've seen this done on a few other pages. I don't even want them to be able to see the other forum sections until they have introduced themselves.

Can someone explain to me how I would do this?
