How do I do something like this:

I would like to do it for my site, but I'm not sure how to explain it.

I don't care about the side bar, header or footer. What I was looking for is how to display the categories on that style. Also when you click on the links it goes to another screen with the same style of listing the thread.

Is that a mod or is something in the settings I can change?

It's a hack that the owner created for himself.
There may be a similiar hack in the database here
