Is the download system as used on vBulletin.org available as a modification, plugin or hack?
If so, can somebody give me a link?

There are multiple versions of this mod:

GARS: vb.org installer/release add on (first you need to install GARS (Lite edition, free), you can only transform 1 forum to a release forum with this, if you want to transform more than 1 forum, you need to purchase GARS)

ecRelease (Beta, there are known bugs)

The one used here, on vBulletin.org, is custom coded for vBulletin.org only and not available for download.
