problems with my inserted header navigation

I've included a navigation header in my forum, so that I have consistant navigation and appearance throughout my site.

Here is the plug-in I used:

ob_start();
include('../navigation.html');
$navbar = ob_get_contents();
ob_end_clean();

The problem is that inserting this header (navigation.html) into my forum breaks all of the links/buttons/js when it is displayed in the forum. I keep the navigation header in my root directory but when it gets inserted into my forum, it behaves as if it is in my forum directory.

Is there an easy way to fix this so that the header knows it is running from the root directory?

In an attempt to fix this myself I have made all of my buttons/links/images absolute paths. My buttons show up when I first load the forum, but if I mouse over them I see the mouse over image but then lose the original button image. These same buttons work great on the rest of my site. What could be going on?
