Here's a skin I am sort of modeling off of vb.org here, I am using threadmarkers from Shelley_c https://vborg.vbsupport.ru/showthread.php?t=229462 (mostly because I am just not that fond of the huge images they are using in 4).
To install go to AdminCP > Styles & Templates > Download / Upload Styles > Import style XML file and browse for vb4_blue-style.xml and import it. Upload the images to your forum root images folder, so it should be forum/images/vb4_blue.
Q&A
Q: How do I enable the side blocks?
A: Admin CP > Settings > Options > Forum Sidebar and Block Options. You must also go to Forums & Moderators > Forum Blocks Manager and add your blocks before it will work.
Q: I don't have a CMS, will this still work for the forum only?
A: Yes.
Q: It's working for the forum but not the CMS?
A: Login from the front end, use the pencil icon and change the theme to the new style instead of default style.

During installation I made a mistake. I think overwrite the default css options of vb.
Now only one style is available and that is with vb4_blue.
My idea is to create child style and keep both available to visitors. I want to have both styles.
How do I revert to Default Style ? And how to install the vb_4 blue as child style ?
I tried Style Manager >> Default Style >> Revert all templates - It did not work.
Please help me.
Sure, you can always add back the default style by going to Styles & Templates > Style Manager > Add New Style (at the bottom). That will create a fresh default template.
ok... where the heck is the CSS setting for the background? Right now it's #647795 for the background, I want to change it to black on my testing forums so I can easily keep them straight and I can't find it!!!!
Also, once I find that - I have ONE forum that I would like to add a special bg image to - where and how would I do this?

Have a look for doc_background in you stylevars, that should do it for you. You can add a background image and define how it's displayed there too.

Nb: I wish I could get my admin panel to show the old blue color... its now some disgusting silver like the inside of a metal tank...
You can check ignore the style version when installing, this works fine in 4.0.1 as well.
