Your parents can add you as a secondary signer to a new or existing credit card even though your under 18. You can then use that card to validate your paypal account.
Your parents can also create a new joint checking account with you on it. You can also get your own checking account -- many banks have a student program. The question becomes whether or not you can actually put away the $100 that may be required for it. And if you can't -- then you really need to look at how your spending and saving money because those practices WILL get you in trouble in the years ahead.
