Man, Google lists their TOS for all to see. There is no 'guessing'. Read them. Also, people seem to think Google is a big evil monster who will ban you overnight and devour your children.
The Google AdSense team is quite helpful and informative. You're free to set your site up however you like and then request a 'site check', where someone from Google will verify ad placement and let you know if you're in violation of the TOS or not. They will then give you a time frame (usually 30 days) to comply or risk removal from the AdSense program.
I've been using placement similar to this for almost 2 years, and I've had at least half a dozen 'site checks' performed. Each time I've been within Google's TOS. Stop assuming. Start reading.

lol. Can you post links of the sites you've build so we can actually see how your ads look like.
I doubt it is. If you have to "look hard to notice them in the forum list" that can be considered as tricking users into clicking which isn't what google wants.
Ok this should settle Everything.
I contact google and requested a "site check" I have the forum listads installed and had google look at everything, and this is what they had to say.

Het is uitgevers niet toegestaan Google advertenties weer te geven op een
verhullende, misleidende manier. Voorbeelden hiervan zijn het zodanig
aanpassen van de inhoud naast de advertenties, dat deze lijken op de
Google advertenties of het bewerken van advertenties zodat deze lijken op
spelletjes of forumdiscussies. Bovendien mogen uitgevers specifieke
afbeeldingen niet in verband brengen met afzonderlijke advertenties op hun
sites. Een dergelijke implementatie zou gebruikers, die veronderstellen
dat de afbeeldingen direct gerelateerd zijn aan het aanbod van de
adverteerder, kunnen misleiden.
