The hack prevents some of the banned users from circumventing the banned screen by directly accessing the logout function.

You are hundred percent correct
It is not possible. Why would you want to enable it anywhere but banned groups?

What a waste, all I have to do is clear my cookie and I'm on the site and can log in again.

And if they ban my IP, I simply change it and clear the cookie. Can't stop a user that way.

You did get permission to release this right?

And would you please attach a text file with the instructions for those that upgrade and need to install it again?
