I run PHPBB on one site and VB on another and have had thorough experience with those two and ikonboard. Out of all of them VB is defintely the easiest to use and work with; however, if you know what your doing PHPBB can do some of the things VB does as well.
i have alot of boards running on a local host system. my favorite, ofcourse, is vB. very easy to modify, and in my opinion very user friendly. second is xmbforum, also very user friendly, best for making template edits (next to vbulletin) as you can edit the templates also from the administration panel. i dont like phpbb... at all.... never used invision board, and i doubt i ever will, same applies to OpenBB and some of the other free boards that i cant think of right now.
conclusion? vBulletin, ofcourse, surpasses them all, cost or no cost, tho xmb runs a close second, and in my opinion is the best if you are looking for a free board.

it's really hard to get into to the idea - how to edit templates. Yesterday I tried it for 4 hours and it will be a quite long way still. But I think, that 160$ for a board is 160$ too much. So I'm really interested to take the best options / skins of vB and to transform and use them on other boards.
phpbb doesn't have a admin cp editor for templates...but all you have to do it edit the *.tpl's in your styles folder...and the new version will have one
