I have banned only 2, 1 I just banned their name and they got the hint.
Other was a now admin (ya ya I know) and that was an isp ban Ip's are a pain to ban users on dail up so easy around. Ban an isp and no more troubles |

but what if someone with a similar ISP tries to register? Isnt that unfair to them?

Well the chances of it are about the same as an ip range ban.
ppp173-t.gatecom.com is my isp Now someone in next city using gateway may be ppp174-t.gatecom.com Person I banned was citylevel2.ispname.com So if someone else was using their isp long as not same city was no issue. |

so you just put ppp174-t.gatecom.com in the ban list and it'll ban anyone with that ISP or IP address?
