What is the Site URL defined in your settings? Does it use http or https? Does it have www or not? You should use the exact same base URL the site is configured to. In your video, it is using http and www. Maybe the correct url uses https and/or with/without www or http and no www.

Yes, like the above post said, check your urls. Go into phpadmin and manually check those settings...
I would also check your file permissions for the admincp directory. |

Check your config files.
Check the cookie prefixes in your /config.php and /core/includes/config.php. Those should be exactly the same.. If they are you will need to check your url settings in your database seeing as you cannot access the admin panel and tools.php did not work for you. |
