assuming we're talking about the same thing, this is the area that's not being updated. The new user I added with an administrator-type secondary group does not show up in here, even though "Can Access Control Panel (is Administrator)" is checked in the user group.

Does his primary group have "Allow Users to have Member Groups" set to Yes?

Then I'm really not sure how one user has permissions and not the other. Obviously he does for some reason, but I'm not seeing anything obvious to tell me why.
