The three admins decide in a democratic way
Is the moderators involved?
-- yes on most things all mods are included to give suggestions and such, and even so the last descision lies in admin hand, if the staff majority is against or pro something we also did what the staff wanted, even if the admins aren't that keen on a special thing

Thank you fore taking time to answere me.
I cant really understand why vBorg not gets commision from vBulletin. Because, if it the Vborg dissapear. I have no use fore this program. Its all the good hacks and great coder, that made me and many other i know, pick this program.
And because there are many good helpers here, both admins, members, coders, designer and moderators. I hope vBorg gets out of this "turning" with the reputation in a good way.

Decisions affecting the site are made 3 fold - Normally, the staff are alerted and included in the brainstorming section of the idea for vB.org, then the Administrators decide how to go ahead with it - Finally, if Wayne's input is required, he comes in and has the final say...
That is how I understand the system to work...
