Exploits and Hacking Prevention Measures

I would venture to say that most of the people here who install hacks aren't coders. Me for example. Even though it says that on my postbit, i assure you I am not a "coder".

Therefore, and this question is to actual coders, is there any way to determine what hacks are safe to add on to the default vBulletin? Can a Security Hack be made and run once you install a hack to see if there're any holes, etc.?

I'm assuming no otherwise someone would've created a mod already.
