forum based notifications?

Hello-

Is there an existing modification that will allow the admin to allow to turn on and off forum notifications. Let say that I wish forum 10 not to have email notifications be emailed to users as the admin selection would override the user to receive the email notification of a thread update even if it was chosen to subscribe.

I am in essence looking for a way to have a notification go out to from a certain forum but not show the user that posted, I don't think that is possible, so forum based notification overrides sounds like it might exist??
