The last user to register was on the 23rd. Now if people try to register they get a message saying that the site is temporarily not accepting registrations. I checked the board options and new registrations is turned on. What could be the problem?

None since the 21st. A pm reader.

So far I have checked the registration templates to make sure nothing has been changed. everything was ok.

I also re-uploaded the register.php file

Double check your User Registration options in your vBulletin Options.
