It's the 'desciption' field when you're creating a forum.

BBCode doesn't work in the description field. You can use HTML tags though.

Unless there's some custom BB code you're looking to use, there's no reason HTML tags couldn't get the job done. You can add links, change the font styles, etc. with HTML tags.

You could edit the template itself, but Deviation is spot on, if you're just looking to add some color/bold/etc, just tossing HTML in the description will do the trick.
