Something that (Using GD I think?) would "grab" an image when it's posted, and automatically thumb nail it. including offsite hotlinked images.

I think what he is asking for is any image posted within [img] tags should be thumbnailed if they are over the vBulletin Options setting size in dimensions...

Yes, that's what I mean.

I've seen a forum (phpBB) where if you post an image, it automatically creates a thumbnail of it, and replaces it with that. users can then rate images, etc and automatically set it as their avatar if they choose.
