Is there any mod that only allows people will x amount of posts to download attachments?
If not would anyone be will to do it?

You can do this without a mod.

Simply setup a usergroup promotion after X posts and only allow the second usergroup to download attachments.

How can I set it up so that after x amount of posts they change usergroup?
