There aren't any download issues that I'm aware of..

Check your vbulletin.com license settings and such.

You own a vB, then you can download mods for vBulletin. Pretty simple concept.

Whats commical is people thinking everything should be free. Prove you own a valid VB license and you can get all the downloads you could ever want.
