Very simple.

From your headinclude template, replace:-

TEXTAREA, .bginput {
	FONT-SIZE: 12px;
	FONT-FAMILY: Verdana,Arial,Helvetica,sans-serif;
	COLOR: #000000;
	BACKGROUND-COLOR: #CFCFCF
}

With:-

TEXTAREA, .bginput {
	FONT-SIZE: 12px;
	FONT-FAMILY: Verdana,Arial,Helvetica,sans-serif;
	COLOR: #000000;
	BACKGROUND-COLOR: #CFCFCF;
             background-image: url("/images/xxx.gif")              
}

Replace the xxx with your own .gif
