Don't wipe the whole thing as the lower section is needed to ensure your forum keeps it shape.
Look for the links and the logo section and modify it from there. If you want my honest opinion, look over a few HTML sites if you are not too familiar with HTML and stear clear of image maps -- they are becoming more and more useless as single images aligned together work much better and load faster.
