I think it would be possible to write a cronjob that would periodically check for new users in the other database. Changes would already be more difficult, unless you have some way of tracking the changes. Would need more details to give you a better answer.
Yes is both the portal and the board are on the same domain, it should be possible to create a single login.
Please bear in mind that we are discussing if something would be possible. Complete solutions or even estimates on the amount of work would be very hard to give in the Pre-Sales section. Also because no coder would look into a solution (which would be costum) untill you have acquired a vBulletin license.
