He has twice send a question to (hopefully) the real PayPal support, and will receive shortly after a mail from this (scam) site.
Is this big coincidence, or does this site somehow know when someone submit a question to PayPal. If yes, HTF is this possible, they hacked PayPal?
It seems to be real to me, as I don't remember having to fill in my paypal username/password and I always recieved such a mail after sending a support request.

One of the things you should do is go to the Pay Pal site and view the scam alerts. Sounds like you have to call to get the answers you want. They have contact information on their site.
You should change your Pay Pal password at least once a month.
The reason I say that you should call is that maybe your email program has blocked the legit emails from Pay Pal or they never received it. The only way to find out is to talk to someone at Pay Pal, someone you know is their rep.
