The paths and everything are correct but when actually trying to see where the thumbnail is coming from i get this error:

Fatal error: Call to undefined function: imagecreatefromstring() in /home/ewebtalk/public_html/forums/articles.php on line 450

by using this url: yoursite.com/forums/articles.php?action=thumb&artid=1&id=file.gif

You don't have GD on your server ?
Do a check in phpinfo and report back
