How do you build an admin panel into the vbulletin one?

I think he want's to know how to add custom functionality (settings for hacks, etc.) to the ACP.

Yeah. I want to get a custom downloads page, but I want to make it easier to get into the options for it. My friend is going to do it for me, but he doesn't know how to get the admin stuff for it in the vbulletin one. Do you just place it in the folder, and add a link to it in the left column?
