If you're offering payment for this, I suggest you post in the Service Request forum.

www.payzip.com?
Be aware that payzip will need some kind of IPN, which will call the script that needs to be made.
I also suggest asking payzip themselves if you can make a module for vBulletin. It would probably make them a bit more known, at least in the vB community.
