adding to the admincp
for some reason i remember using a php pwered wizard to make a new section in the admincp... does this still exist? if not, how do i go about doing that? assuming i can go ahead and write the pages that will be displayed once they are clicked on.

There's no such thing i've seen as of yet to generate vBulletin admincp pages but saying that it would be a good thing and quite an easy thing to do I've seen php code generators before so perhaps this would be a good idea for someone with a couple of hours to do?

You can add them manualy in the admincp/index.php file
