The way to stop it would be laws with punishments for companines and indivdiuals who create these programs.

And how to your perpose enforcing such laws, or even passing a 'global law'. You are responsible for what is installed on your own computer, even if someone attempts to sneak it in a backdoor or under a second program.
Sure spyware/adware sucks, but money makes the world go round (really oil dose but we will save that for anthor post
). Companys will take any chance to make a profit if the payoff is big enough, thus you will continue to see more and more spy/adware.
Case in point, lets asume the USA passed a law that stated that I could not include spyware in my programs. My software company resides in texus, who's stoping me from moving shop to canada or mexico where such law would not affect me?
