They have to be section 508 compliant meaning that pretty much anybody regardless of browser or disability can access them. That means you can't use much in the way of tables, CSS, images, etc.

As you can see, they're both total pieces of crap and apparently don't comply with section 508 or whatever filburt1 mentioned because they've been using JavaScript 2.1, CSS, etc. for a long time -- and the sites STILL look like crap!
