i was wondering if anyone would be kind enough to write a hack that make the users online scroll if theirs more than a certain ammount of ppl online?

see the thing is, i'd really like it on a vertical scroll like a news tick so it's auto moving but at the same time i'd like it so that if theres no need, it doesn't scroll
