I think you should comment the following in newreply.php

Change to:

If you want this only to one forum, then something like this will do the job:

  // auto bypass queueing for admins/mods
  if (ismoderator($foruminfo[forumid]) && $forumid!=XX) {
    $visible=1;
  } 


And change XX to the forumid where the contest will took place.
