Correct/Best way to upgrade from vb 3.6.x( with vbseo) to vb 4.x(with dbseo) ?

Can you please guide us through this one important addon which we are stuck.

We have lots of tags made using Zoints Tags Manager (closed now) and we require those importantly to be exported to Vbulletin Tagging System.

Can you guide if this shall work for us ? as above thread is closed. and developers last activity is from 07 Jul 2016.

There was a great addon for 4.x but it seems to be removed now..
Kindly check and help if you can.
