The background color for the sub blockhead in WGO afaik is not an option in vB4.
You can introduce a colour by adding;

.wgo_block .blocksubhead {
background:#Your Colour;
}
To additional.css but it is likely to mess up your collapse/expand arrows, so you will need to play around with these too.
