in the mod panel moderators can ban users. vbulletin does this by allowing the mod to select the "banned" user group from a drop down menu, the only option in the drop down menu is "banned user group" I want to add another group to the drop down list.
In this list only groups are shown, that are set as "banned" groups in ACP->Manage Groups.
So set other groups to be "banned" and you can assign them in ModCP.
AdminCP>Usergroups>Usergroup Manager>Edit the Usergroup you want to show in ModCP> Go down to the Usergroup Options and look for the option "This Usergroup is not a 'Banned' Group", and set that option to "NO".
That Usergroup will then act as a banned Usergroup and should show in the ModCP.

Well it literally says this under the option:

Setting this to no will cause the group to be treated as a banned group, this will prevent the sending of email notifications, show a banned error message on the permission error pages and other unspecified behaviors.
