Well, as far as the page organization that looks like it might be vbadvanced. But if you just mean how can you get the url to use in an html IMG tag, then you can go to the post where it's attached and display it (click until you get the full sizze image), then right click it and copy the url, or open it in a new window and copy that url - whatever your browser lets you do. Then just insert <IMG src="url" ...> in a template where you want it.
